2017年5月3日，在新疆正通公司党支部活动室召开了党支部成立大会，会议由创业建设管委会支部书记辛重震主持，参加会议的有三平路街道党工委副书记、政法委书记、纪工委书记曾丽萍，三平路街道党群办主任郭华，新疆维吾尔自治区石油工程技术服务企业联合会党员代表以及正通公司党支部15名党员。
会上曾丽萍同志宣读了《关于同意成立新疆正通石油天然气股份有限公司、新疆维吾尔自治区石油工程技术服务企业联合会联合支部的批复》，并按照《中国共产党章程》和《中国共产党基层组织选举工作暂行条例》的规定投票选举李月廷为联合支部书记。
