2017年7月17日至18日,公司召开了2017年上半年生产经营分析会。会上,各钻井队汇报了2017上半年的单井成本核算,对比分析了每口井、每个区块的成本情况以及对照汇报了年初下达的经营指标完成情况;公司所属4个分公司也汇报了上半年的生产经营工作;机关各部门、辅助生产单位及后勤单位汇报了上半年工作。
会上,公司监事会主席欧阳良梅宣读了干部任免和公司领导班子成员分工调整文件,并就上半年人力资源工作及廉政建设作了讲话。
公司董事长总经理李月廷在会上作了重要讲话,首先肯定了上半年工作成绩,公司全体干部全力运作项目,抓好安全生产,各项工作都取得了较好的成绩,为此他代表公司董事会、经营班子向为公司持续发展做出贡献的广大干部员工表示衷心感谢。同时,对上半年公司存在的问题进行了剖析和总结,找出解决的办法并迅速付诸实施。
会上,公司董事长总经理李月廷明确了公司近期主要两项任务。一、上市工作。
全公司要全力以赴、义无反顾地做好此项工作。第一要做好业绩。产值和利润要保持20%左右的增长,我们对此是有信心的,公司业绩与新疆油田投资同比增长。同时,公司海外市场的开花结果,油服能力的不断增强以及上游战略的实施均对公司业绩形成强大支撑。第二是做好内控管理工作。各单位必须配合好。要通过科学的公司治理,建立一套规范的管理体制和财务体制,提升公司的管理水平。管理的提升,是打造“百亿正通,百年老店”的基础。通过内控措施,使公司管理科学、标准、简洁、高效、真实,达到上市要求。
二、持续不断地推动四个转移。
第一是全产业链的建设。公司要向物探、钻井、压裂、测、录 试工程一体化、海外总承包模式发展。同时,要打造好队伍,提高研发能力,建设好勘探开发研究院、工程院、规划设计院,为未来战略转移储备。第二是坚定不移走向海外。这是公司做大做强、实现中长期目标的基石,也符合国家及新疆“一带一路”的产业政策。通过打造不同服务市场,提高公司抗风险能力。第三是上游战略。通过购买油田、区块或项目合作,实现上游投资收益和承包工程收益。第四是向资本市场转移。通过上市,减少公司对银行贷款的过度依赖,实现融资和再融资,由此带来资本的乘数效应,将会使公司得到更大发展。未来10年内,计划打造2~3家上市公司。通过四个转移的实现,将会使公司的发展步入快车道,为实现十三五规划的近期目标和公司的中长期规划目标奠定基础。
